Allegheny County is proposing a requirement that employers provide employees with Paid Parental Leave. The initial proposal is for 18 weeks of paid parental leave an employee to care for or bond with their child during the first eighteen months after the child's birth, or the first eighteen months after the placement of the child from adoption or foster care.
All employees, including self-employed individuals, who have worked for at least 30 days will be eligible. Seasonal employees who work less than 16 weeks per calendar year, independent contractors, and state and federal employees are ineligible.
All employers within Allegheny County are affected. If you have a physical location in the county or have employees who work within the county limits (even remotely), you may be required to offer paid parental leave.
Some employers will self-fund the paid parental leave, meaning they'll pay employees for the full 18-weeks out of their own operating budget, but this becomes difficult to predict and budget for. Private insurance solutions, like Parento, will provide one fixed premium that covers all employees, even if there's a baby boom, for the 18 weeks.
